Bridgestone 003's is a track oriented tyre that is DOT approved so it can be used on the road, but, as others have mentioned they are very slippery in the wet. They also need to be pushed hard on the road to get the temperature into them and they have limited heat cycles compared to a street tyre.
If you only ever ride in the dry and use your tyre from edge to edge (no chicken strips) and push your tyres hard all the time, then they will be ok to run on the road. But, if you ride in damp or wet conditions, or can't use a street tyre to it's full potential (not many people can on the road), then you are better off with a street tyre like an 016.
Nothing cracks me up more than seeing a super sticky tyre on a road bike with huge chicken strips.
