The top speed on a 250 is limited by wind resistance... Dropping a tooth on the front sprocket and adding some on the rear will make second and third gear seem a lot more grunty. You probably wont lose top speed because when you hit 180 and the wind stops you going faster (in 6th) you still have "gear left". DONT do this without getting a "speedo healer" to make your speedo accurate again.
Having said that, a couple of cornering courses and you wont be trying to go fast in a straight line anymore but be addicted to the true enjoyment... which is cornering quickly.

what is a speedo healer and what does it do

it makes the speedo accurate.... changing sprockets changes the standard accuracy of your speedo (will read faster by 10% usually)

it does, so it goes off the rotation of the front wheel. changing sprockets on the zzr wont change your speedo.
changing rim size and wheel size will.

What you going to do when you arrive at that corner though ?.......... then again maybe you're in Perth
Seriously though, corner speed is where you'll gain the advantage over your pals ....... any body can point & squirt, it's not having to come to a near stop to go round corners that'll get you there fastest
Just remember......... no medals are given out for getting to the cafe first - you just have to buy ALL the coffee's 'cause you are in the queue

OK, lots of posts, only a few ideas. And I guess it all comes down to money.
Changing the front sprocket $30 plus chan adjustment. Less top end speed (a bit anyway), way more acceleration.
Next you could look at using a K&N air filter or similar. Expect to pay $50-80. This allows more air into the engine and can get you 1 or 2 more horse power. But you will be running lean and rejetting is adviseable.
You could get aftermarket silencers, which will be louder and offer 1 or 2 more horse power. Expect $800+ as you'll need to buy 2. This option will make the bike run a little lean, and if done with changing the air filter will require rejetting.
You could get 4in-to-1 exhaust system. This gives greater top end power at the expense of mid range power. You will need to rejet if you do this. Expect to pay 1500+ for the exhaust system. Power gain could be 5-6 horse power
To get rejetting done right, expect to throw 3-400 and a day at the dyno tuners.
Next we more to head work. Have the head polished/skimmed with increase compression and allow better fuel/air flow into and out of the engine. Another 2-3 Hp will be added, $1500+
As price goes up were talking bigger valves, high lift cams, rebore etc with big big $$$$
Even on bigger bikes, most people go the exhaust, filter and tune with a power gain between 6-10 Hp. That's $1500-2000 for not a lot of ponies.
In comparrison, corner and braking school can be done for around $1-200, where as Superbike school is $400 per level. For the price of a full race exhaust and rejet you could do corner and braking and all four levels of superbike school. And trust me you'll be a much better and faster rider for that amount of training.

whilst I agree what we are all saying regarding corner speed and riding ability we could at least answer his original question whilst we do it.
Mate to be honest there is not a hell of alot that hasnt been mentioned above that can be done. At the end they are not designed to go that much faster and what ever you do, do you will get used to very quickly as it wont be much. My advice is drop a tooth at the front and add lots of 1+ HP chainlube
the best thing about the rider training is that no matter what bike you have it is something you take with you.
