O Noes! I buyz more than that. :P
The car I drive at the moment was a RWO. In the last few years I've had about 20 of them. Sometimes I buy 2 or 3 of the same model, because its cheaper to buy a whole one at auction than to buy a bonnet at the wreckers, but only one goes back on the road. The donors go for scrap. Anything less than 15 years old has to have an inspection at the Transport dept and I need to have all the receipts to prove where the parts come from. The problem in NSW appears to be that someone isn't doing their job properly.
It’s estimated that as many as six out of ten of the 20,537 repairable written-off vehicles
presented for re-registration in 2009 posed serious questions about the origin of the parts
used to repair them.
So if there are serious questions, what did they do? Common sense would indicate that this is the point where you actually fix the problem. Documents don't match? No receipts for parts? No rego. Too easy.
I had one last year that I put through the 3 inspections. 1st the structural at the bodyworks, then the normal roadworthy - where the guy was a bit lazy and copied the engine number from the papers because it was too hard to see - then to the transport inspector, who couldn't find the engine number! I had to go and get it, take it back to the roadworthy guy and get him to physically check the number and ring the inspector and tell him where it is, and then I took it back to transport so they could check it themselves and sign off on it. Yes, it was a bit annoying, but that is how these systems are supposed to work. I think someone got his bum kicked too.

genuine repairers to repair these cars using legitimate parts.....
that's the problem right there.....along with a few other systemic issues...

.....Because car & bike manufacturers charge an absolute fucking fortune for genuine spares, this actively encourages theft of vehicles in the first instance, to use for spare parts and re-birthing. If spare parts were reasonably priced in the first place, then far less cars or bikes would be written off. They would actually be repaired  , and re-birthing would be much less of a problem. Once upon a time, panel beaters actually beat panels....it worked and it worked well. Vehicles got repaired. These days, panel beaters only know how to operate an air-ratchet.

.....Because lazy rego inspectors who couldn't be arsed to check every minute detail of vehicles presented for inspection, suspect vehicles can be re-registered easily. If RWO vehicles had to undergo a far more stringent inspection prior to being re-registered, the system would not have fallen to pieces like it has.

....Because lazy insurance company assessors who inspect damaged vehicles. couldn't be arsed to do a full and accurate assessment of repair costs - takes up too much of their precious time, when it only takes 5 minutes to 'write-off' a vehicle. Blame these fuckers, because they are the ones who push costs through the roof to maximise profits, not service to customers...

The merry-go-round over the last decade or so, of new cars & bikes being 'written-off' for the smallest cosmetic damage, was inevitably going to end and always for the worse. When insurance premiums start to sky-rocket after this legislation is introduced in August, watch the number of punters start to shed their insurance......which of course will force the cost of insurance up even further !

It's a fucking joke, and soon enough I fully expect that you guys in NSW will be looking down the barrel of a green slip that costs >$1k for your bike rego.

Jesus H christ Gos, i understand the causes you mentioned, they all make sense. I really really really hope something happens to reverse the trend, (like this piece of shit rule change being abandoned) but doubt it will.
