Computer Animator skills wanted

We are looking for someone with animation skills to create a moving section on a picture.... its not a big job but It needs to be done properly not a bodgey DIY which is my only option at the moment.

A friend of mines brother is right into this sort of this, he dones animation for games, etc.
I can find out if he's interested if you want.
