Is there a National stolen bike register?

I just bought a ZXR frame & I need to check if it's stolen/written off, etc. before I start building a bike around it, I did an online Vicroads search of the V.I.N. & it says it's not a write off in Vic. but it says to check with the state it was last registered in as to weather it's stolen or not.
The seller doesn't have any previous rego history so he's no help, nobody knows when or where it was last registered.
I did an online REVS check but it doesn't tell me if it's stolen or not.
Does anyone know if there is an Australia wide database for this kind of thing?

im pretty sure if you punched the number through revs it would have told you if it was stolen unless it had no record of the number

I believe the revs check is state not national though? So you may have to do the check in each state/territory?
