U turns at traffic lights

Well, this is an interesting topic. Some people follow it, others don't have a clue!
Waiting at lights to turn right, behind a car. Green arow lights up, we all move off, car in front tries to do u turn, almost colliding with car coming from other direction, with left turn arrow from side street. Then they decide, after i give them a serve, to go straight ahead.
Anyway, the rule in Queensland is:
U turns are only permitted at traffic lights where a sign allows this. Is it the same in other states?
Cos I nearly crashed cos of this interstate driver

I think we can do U turns unless a sign states that we can't.

We can do U turns at lights, but I'm pretty sure you must give way to left turning traffic on your right hand side (as you go around).
Some intersections have a sign that say something similar.

in Vic
you are allowed to do a Uturn at any intersection
unless there is a sign that sez NO uturn
(in which case you go to the next intersection)
and
if you do a uturn, you must give way to EVERYTHING else
...dogs pedestrians pushies ..even cars

In Victoria, U-turns are permitted at signalised intersections unless there is a ‘no U-turn’ sign.

Actually it was first coined by Col Elliott in which case it was actually "no, but I can make the bastards eyes bulge" it is more well known by Rodney Rude but he's far from the original
