Rear is wider and designed to handle the power
Front is built to handle latteral (corner) grip.
Takes serious blelts and other structure to hold the rear together under power, and it wears out quicker so makes more business sense to be more expensive.

If you are talking speed rating ZZR Chicky, then you might be onto something. I had a feeling you were talking about this, but as usual your description was about as ambiguous as a real estate agents!
I have never heard of an F speed rating. Not to say they don't / didn't exist. But I have heard of S, R, and Z and ZR. These are speed ratings in order from lowest to highest. Some pedant will be able to fill you in on the speeds for each. But these days even on a 250, I would look for at least an R rating.

So if your tyre is rated 'f' is only upto 80kph - I'd change that one and go for an 'r' which is 170Kph (enough for a standard ZZR250).
