Bike rego gone down Vic?

Just got my rego renewal for the bike, $501.20, sort of sure that last year was around $535 or even $565, is it actualy possible that rego has decreased in cost??

If you got a health care card they'll do 6 months reg here in Vic, if your eligible that could save you pennies, is that new or am I losing it ??.
