grab the local rag and hit garage sales on saturdays and find some quality stuff at cheap prices
I Have bought my 2 decent socket sets sidchrome 1/2 and kinchrome 3/4 at cash convertors , not super cheap but still well below rrp
Kmart do a half decent kit which have seen them sell at 30-40% off on sales , as a start kit when you havent got anything then they are hard to go past ,
some of the best tools i have bought have been cheap as , buy carefully and there is some damn good screwdrivers at not much money
supercheap do a 3/8 drive socket set on a strip for sub $20 which is a set of allen keys and screwdriver bits , cheap and decent enough to remove allen bolts than have bent allen keys

Got an allen key set, looking for a decent range metric socket set with a fairly heavy duty ratchet primarily.. last heavy duty ratchet came in a cheap toolkit from K Mart and shat itself first time I used it, not even a particularly heavy nut either.. hence looking to replace it with something reasonably decent.
Not saying i'm nt prepared to pay >$200 but if I can gett he same shit elsewhere cheaper then i'm not opposed to the idea..

best kmart tool i've bought yet, is a magnetic screwdriver. has a black handle, anodised blue shaft and has a telescopic extension with rare earth magnet in the tip, useful for picking up dropped items
the socket kit i got is average quality, but very durable.
also check out dick smiths if you want a dremel type tool, they have one going for about $40, get the extended toolkit for another 20 and its fricking useful

my uncle owned a tool shop, and when i needed a starter kit he set me up with KC TOOLS...seem pretty good..tho for what i got i paid $1000...and that was cost... got me a bunch of spanners, a 3/8 & 1/4 drive socket set, and a few bits and pieces...
ive just got other bits over the years... like a cheap screwdriver with interchangeable tips- every1 pays me out (its not strong) but by god is it usefull for little jobs...

I got an 82 piece (I think) Kincrome socket set for $200 off Ebay! The reason it was so cheap was because it was a tray that comes from a large tool set, so no box but I don't care.
http://transquip.com.au/ has decent prices but do shop around because sometimes they aren't so cheap. And be aware that their prices do not include GST.
I've gotten some KC Tools pliers and a nice 50 pc or so 1/2" drive bit set (hex, torx, spline) made out of S2 steel (stronger than Cr-V). They seem to make very nice stuff (see their catalogue online) and are aussie too. Well, they're as aussie as Kinchrome is.
I got a good deal on Fuller spanners from Transquip but the quality is a little bit wonky. The finish on my spanners looks a bit stained and uneven but that's not the real issue. The 10 mm spanner sat in a puddle of coolant overnight and rusted a bit due to poor chroming in the ring and the 1/4" spanner is a bit oval and barely fits a 1/4" hex bit due to the shape. The other small spanners look a bit wonky too.

Minimax tools has a shop on Ebay and their newer stuff seems very nice. However I advise against getting the old non-surface drive tool kits. I bought one of the non surface drive tool kits and returned it because it was all a bit shitty e.g. a 2 km car ride resulted in a fair bit of the dodgy looking chrome flaking off and the tool box was shit.
But while I was returning it I had a look at the other stuff and it looks good . Their shop is in Geelong.
