I've circled a few things that make me believe it is melbourne/frankston
Yellow is evidence it's franga
1. I'm not sure if thats a man or a women, but Stace would do him/her
2. All camira's in frankston have evident rust and park too close to the car in front.
Red is evidence it's melbourne
1. Can't remember when the red rego labels were, but that is a victorian rego label, probably a few years ago
2. The car behind you can define that it's a vic plate, white bg with navy blue text
